The Commission on Population and Development in Central Visayas (POPCOM VII) led by regional director Atty. Bruce N. Ragas launched its POPCOM family planning mobile application with its digital partner, Brandiology last October 29, 2020 at Golden Prince Hotel.  This mobile app is currently for android phones but will soon be available with IOS Iphones that will be used by POPCOM VII Population Officers, Family Planning Coordinators and Family Planning Focal Persons in different local government units (LGUs) in Central Visayas. It will also be available for the general public as locator for the nearest family planning service provider, which is timely at this time of pandemic.

The POPCOM VII FP Mobile App is a pioneering endeavor and is the first in the whole country. According to Atty. Ragas, it’s one way of supporting fertility management in family planning, especially because there’s an expected baby boom sometime early 2021 in the midst of quarantine protocols.  The mobile app will soon be provided with tutorials in the website: www.popcom.app.

According to POPCOM VII Assistant Regional Director, Darlynn S. Remolino, the FP mobile app was mainly developed to solve the problem of recording, reporting and monitoring availability of FP commodities or stock-outs.  At the moment, health-related commodities are stored with the Department of Health (DOH) but POPCOM VII helps in the distribution of family planning-related ones, such as pills, condoms, and intrauterine devices (IUDs). 

Mr. Mark Cedric Antonino, main developer of the POPCOM FP mobile app shared the digital challenges met by his team with features on accessibility of data anytime, anywhere; security and robustness, as not anyone can access data; inventory management; supply-chain management; and per quarterly report management.  It is integrated with google maps and facilitates location details. It provides a user management platform as it can add responsible persons to co-manage the app. It is able to create, manage, view and conduct inventory and it has an inventory management capability integrated to a ledger with accounting capabilities. It has warehousing features as it is able to adjust and receive items by batch and has a supply-chain process as it creates requests, approves requests, allocates inventory, receives inventory in ledgers. It provides real-time reports on inventory on a per quarter basis and its archiving starts this quarter of 2020.  For the moment, the mobile app will be online using the internet but an ongoing development is for an offline program, especially for LGUs with challenging connectivity.

According to Judith Miao, POPCOM VII FP Coordinator and Logistics Officer, this mobile app will certainly make the lives of LGUs easier in terms of reporting stock-outs and making their online presence, to provide delivery of service for family planning faster.  Last November 17-18, 2020 an orientation was conducted for Cebu, Siquijor, Bohol and Negros Oriental LGU partners, Population Officers, FP Coordinators and FP Focals on how to use the mobile app.  This will be available at play store and can be downloaded for free only for those in the POPCOM VII network with those who are assigned to manage and facilitate the family planning commodities.  Initial concept of the POPCOM VII family planning mobile app was done by POPCOM VII Population Representative Carl Dave B.
