The Commission on Population and Development in Central Visayas (POPCOM VII) gets the approval from the Bohol Provincial Development Council (PDC) for its proposed Php 5.959 Million budget for 2021 by virtue of PDC Execom Resolution No. 50-2020, dated October 21, 2020 signed by Governor Arthur C. Yap, PDC Chairman and John Titus J. Vistal, PDC Secretariat Head. The Bohol PDC held a virtual conference last October 21, 2020 (Wednesday) led by Bohol Provincial Governor Hon. Arthur C. Yap, the PDC Chair, Vice-Provincial Governor Hon. Rene Lopez Relampagos, and the three Congress Representatives from the three districts: Representatives Hon. Edgar M. Chatto (1st district), Hon. Erico Aristotle C. Aumentado (2nd District), and Hon. Kristine Alexie Besas-Tutor (3rd district).  The same online meeting was attended by POPCOM VII Regional Director Atty. Bruce N. Ragas and OIC for Technical Division, Sybel Alquizola.

Bohol Governor Arthur C. Yap personally expressed his concern regarding teenage pregnancy in the Province and requested POPCOM VII to work with his concerned office regarding the matter.

 POPCOM VII has always been focusing on Adolescent Health Development Program particularly with its H.E.A.R.T. to H.E.A.R.T. Teen Talk Advocacy Campaign, which has already been endorsed by CHED VII and DepEd VII including DepEd-Tagbilaran City. The H.E.A.R.T. acronym stands for discussions on HIV, AIDS, and Sexually-Transmitted Infection (STI); Early Sexual Encounters; Adolescent Sexuality; Reproductive Health; and Teenage Pregnancy. It was developed by POPCOM-7 Population Representative Carl Dave Ang in 2017.

The latest data released by the Department of Health – Center for Health Development (DOH VII-CHD) in Central Visayas shows an increase of teenage pregnancies aged 10-14 years old from 0.13% in 2018 to 0.96% in 2019 in Bohol Province. Bohol Province has registered the highest percentage (0.96%) of teenage pregnancies aged 10-14 compared to other counterparts in the region. On the other hand, Bohol Province had a decline on teenage pregnancies aged 15-19 from 6.22% in 2018 to 3.91% in 2019.

The approved budget in Bohol Province also seals POPCOM VII’s Population Development (POPDEV) Integration Program with Bohol as partner local government unit (LGU) together with the Population Officers. It is timely that POPCOM VII celebrates POPDEV Week this month from November 23 to 29, 2020 to help address demographic vulnerabilities related to adolescent health.

POPCOM VII proposed a budget with Bohol PDC in compliance with National Budget Memorandum No. 133 dated November 29, 2019 and the National Budget Call for 2021 that agencies should undertake consultations and coordination with the Local Government Units within the Regional Development Councils to ensure that the national priorities are responsive to regional and local needs in a manner that the LGU development capacities are strengthened in the process.
